但对最终结果有着决定性影响的有两个国家，而这两个国家采取的行动还不够充分，那就是美国和中国。虽然印度也在迅速地崛起，并在世界舞台上扮演着越来越重要的角色。但是，我们应该清楚地看到，美国和中国才是最大的二氧化碳排放国，他们需要作出大胆的行动，对过去他们在这方面的失败要进行反思。

这两个国家应立即停止互斥对方，因为这是造成这种僵局的原因，并制定一项议程来拯救相互依赖的共同的全球环境。

虽然这项决定刚刚开始，但如果我们努力做到我们必须做的，这也是充满光明与希望的未来的开始。任何一个办法，如果不付出努力和代价是不会起作用的。我们要认识到，如果我们想弥补过去，想树立起道德权威，那么我们就必须面对以下严峻的事实：

前面的路是很艰难的。我们目前认为的那些可行的办法是远远不够的，我们必须做的事实际上还有很多。我们现在正处于关键的十字路口上，我们的前方有两种发展可能，每一种都极有可能发展成为现实。我们要清晰地区分这两种可能的结果，从而做出最终的选择，而且环境的紧迫性也使我们不得不立刻作出正确的选择！

我们的下一代决定着未来的命运，我们需要立刻行动，改变以前的政策方针，挽起手来，大声说：“我们有一个共同的目标，我们力量是强大的，我们要立刻行动起来！”
