I reber with pleasure y st visit to ChaSepteber 1982 and y diss with Chese leaders.At y etg with Chairan Deng Xiaopg on that oasion, we agreed to open talks oure of Hong Kong.Our on ai was to ata the territory’s stability and prosperity.It isa spirit of pride and of optiis about the future that I now return to sign the agreent, which is the result of those talks.
I thk you will agree that the iations were not always easy.At certa pots there were difficult decisions to be ade on both sides.There were onts of tension.To overe these difficulties we o draw on a shared fund of goodwill; on friendship; and on a on itnt to Hong Kong’s future.This was what ade suess possible.I should like to pay tribute to the dedication of the o iatg teas and all their sup-p staff.It is thanks to the iagation and resource which they showed that wesign an agreent today.
The Agreent fully ets the political requirents of Brita and Cha, as well as the terests of the Hong Kong people.It provides the fraworkwhich, as a Special Adistrative Region of the People’s Republic of Cha, Hong Kong will ata its enoic syste and way of life for 50 years after the first of July 1997.
It gives Hong Kong a high degree of autonoy: Hong Kong people will adister Hong Kong and the Special Adistrative Region will pass its owion.It allows Hong Kong to o decide its own enoic, fancial and trade policies and to participate as appropriateternational anizations and agreents.It preserves Hong Kong’s failiar legal syste and the rights and freedos ehere.In short, it provides the assurances for the future which Hong Kong needs,order to o py its unique rolethe world as a tradg and fancial ter.
